First of all, blessings to all on this Christmas Eve.

I've been thinking about this topic while I was cleaning kennels.  I think 
the point here is that government must not legislate based on extremes.

The Animal Rights folks have been using this tactic for years.  They show 
pictures to legislators of animals kept in such horrible conditions (too 
small cages, in their own feces, old, blind and pregnant for the 10th time) 
that no rational human being can look at the pictures without saying 
'something should be done' and 'how horrible'.  Then they put through 
legislation that not only filters out those folks but many other breeders 
too - which, of course, was their objective to begin with.

How does legislation saying the animal should be 'clean' get defined?  For 
some, it might be free of living in feces and urine (does everyone you know 
clean their kennels or sanitize the grass as soon as the dog poops or 
pees?).  For some, it might be brushed or washed every day.

How much time should be legislated that I spend with each dog every day? 
Does that include time for each dog where there are multiple dogs?  What 
about just hanging out with your dog in the same room?  If you're not 
actively playing with it, does it count?

The Devil is always in the details and I think the true Animal Rights 
Activists are right there with him.

There is no question that these sorts of folks shouldn't be allowed to have 
animals and that we, as a society, should take them away from them.  Let's 
do that on a case-by-case basis and not try to legislate such that it 
catches the small, caring breeder too.
