Why not? Why do some people seem to feel the need to dictate how other 
people live? If the dogs/cats are not creating a nuisance and are being cared 
for, what does it matter?? I don't get THAT...

When I lived in Phoenix (no limits, yippee!) my friend and I had about 30 
Shelties, a couple of Collies and my two GSDs, on 3/4 of an acre IN THE CITY. 
You could have asked every single one of our neighbors and to a one of them 
they would have had nothing but good things to say. Even the guy behind us 
whose pit bull kept getting in our back yard. 

The AR nuts opinions notwithstanding (our Shelties and Collies were 
debarked, and they didn't like us doing that) our dogs were very well cared for 
and 
very happy. All the number of dogs meant was a bit more work.
