Yes. The ie is a dipthong, as are au and ei.
Yes, the German speaker would also pronounce the l differently.
We say it with the tongue at the top of the mouth about midway forward. The 
Germans say it with the tongue closer to the teeth.
The r and the l pose problems for American speakers.
