I once had to use powdered boric acid in a developer when I had run out of the crystalline form. I think the other ingredients help with the disolution. But if you don't have a stirrer solution in water is much more difficult. The D-76 formula also specifies crystalline boric acid, but I’ve used the powdered because it was easiest for me to buy at my local chain pharmacy (CVS). Harry.
