The one on the taskbar only controls the 'Master' volume control, there can
be up to 10 individual controllers for various different things, and each of
these can be individually muted.

Just a tip though, instead of having to go into the control panel then
multimedia, when you want to alter the volume (or mute) on one of these
controls just do a quick double click on your sound icon in the taskbar,
this will bring up all of the slider controls, whereas a single click just
brings up the master volume slider.
