Incorrect assumption.  I have 4 email accounts on my cable ISP (Brighthouse 
Networks/RoadRunner).  I sometimes get the same error on one or more 
accounts but the others work fine.  I also have 4 accounts at gmail and the 
same happens there too.

My spouse has a fifth account with the ISP and his may fail while my four 
work or vice versus.

The server not responding is not a fault of Outlook Express or a missing 
file.  If you are certain that the problem is at your end, I would start 
with a check of all proxies you have installed between Outlook Express and 
your email server.  This would be your real time monitors for viruses, spam, 
trojans etc.  Then move on to your firewall and last I would look at the 
router or network hub.
