She did mention the filter, but the part that the installer would do would be 
the wires inside the phone jack.  Is this just another rip?

  Say what?! Never heard of anything like that before. With my DSL I just 
  plugged the modem and phone into the spltter and plugged the splitter 
  into the wall jack. Oh yeah, there was also a 'filter' that had to be 
  clamped onto the cord running to the phone. And that was it.
