Yes, each pack is licensed separately per processor per host being managed.
Monitoring is free.
Config mgmt: $3k/processor
Change mgmt: $3k/processor
tuning pack: $3k/processor
Diagnostics: $3k/processor
Provisioning: $3k/processor
Sooo.... for one 4 processor server for all of the grid control functionality,
$60k list. Hey, they'll drop you a 50% discount, to $30k. Spend that across
your whole environment, and for one three server environment you're up to
almost $100k in licensing costs. Not to mention annual support, etc.
What a deal, eh?

It's the additional management packs that will cost you. The
Diagnostics Pack is the only one I would recommend - it includes ASH,
AWR, ADDM, etc.:
