I'm with Lyall, I believe you are looking for the opmnctl vs. the emctl for 
your stand alone installation.  Secondly, verify where your OMS_HOME is.  It 
may not be in the ORACLE_HOME.  Last but not least, because I have this issue 
in a configuration on one of my Linux boxes, remember that there is an opmnctl 
in the ORACLE_HOME that can easily override the path that you are located in, 
even if you have changed directories.  
Due to this, I have a tendency to perform a cd $OMS_HOME/opmn/bin and then 
execute with ./opmnctl startall or stopall, ensuring it executes from the 
directory I am in...

i don't usually use emctl start oms.  what happens if you use opmnctl startall?

   I’ve finally got 11g Grid Control installed on a Red Hat system (I couldn’t 
get it to install on Solaris).  I had it up and running and somehow within a 
couple of hours messed it up.  Now the OMS will not start.  I get the following 
output from emctl:
 
oracle@dbarh5:DBALTEST>./emctl start oms

Oracle Management Server is not functioning because of the following reason:
Oracle Management Server version is not compatible with repository version. 
Repository needs to be Upgraded.
 
I can’t find anything on how to get the versions back in sync (or how I got 
them out of sync).  Where do I need to go to get this straightened out?
