The beauty of international shortwave is that it can be picked up on old and primitive radios--perhaps even home-made ones--in countries where truth, money, and access to consumer goods are restricted. At least that was the premise that I understood when I did some work with VOA. So, am I hearing it right that there is a move afoot to "improve" internation shortwave -- especially in a way that means that lots 'o new, state-of-the-art, non-home-buildable radios need to be purchased?
