Politicians, especially those of the ilk of Dingell don't have a clue about technical issues, nor do they care. What they care about are the checks they get from lobbyists, and the warnings they hear that come with the checks. The companies behind ATSC did an excellent job of lobbying for their standard, and they understood the desire of the politicians to eventually recover some spectrum so they can use the auction proceeds to help balance the budget. The warning in the 1997 -2000 period were simple: "Any change will derail the transition and delay it by years." Never mind that a switch, along with some real leadership from Congress and the FCC could have accelerated the transition by a decade or more, it was easier to take the money and use the delay argument against COFDM. In reality there is ONE GROUP that wants to preserve the NTSC franchise even more than the broadcasters... The politicians. It has been the most powerful tool they have ever had to influence the public and stay in power. Real competition in the television distribution markets will dilute the power politicians have to influence the mass media.
