Our Enterprise Information Security staff that are in the Office of the
State CIO are all Management Service and as such are not covered by
collective bargaining. At the agency level that distinction may vary.
Our folks set policy, conduct vulnerability assessments, incident
response and forensics activities.

The DCBS IT employees that are "confidential" are the security
administrator and her backup. It took me years to get them to be
confidential. I would actually like all the system administrators to be
excluded from the bargaining unit as well. These positions have
unrestricted access to information and are critical to maintain agency
functions. Good question!

Are there any organizations (state, county, or city) in
the state whose IS employees are considered "confidential" employees for
the sake of collective bargaining? I'd be interested in hearing from any
