Wait a moment. I have an idea, but I don't have time to test it now. Go to
Insert > Symbol > Special Character. There you'll find a way to specify an
opening or a closing quote mark, single or double. You use the keyboard
button that shares the tilde for some. See if you can figure something out
based on that.
