Have you run word at all yet I imagine it'll only create the normal.dot once
you've done some setting up.
Thinking about it, the \Documents and Settings\<user>\Application Data\
folder is a hidden file, and I don't think the find files will search hidden
folders by default (I may be wrong). Try browsing to the folder using
explorer - if you can't find it go to tools>folder options> view and tick
show hidden files - hopefully that'll reveal the hidden folder, and the lost
file.

It should be there somewhere - have you searched your whole computer?
On win2k it's kept in:
\Documents and Settings\<user>\Application Data\Microsoft\Templates
