"Home"  :-(  I don't like it and don't use it, so I can't comment on whether
or how you'd get it to set permissions.  Anyone?

Any chance of moving to Pro (or even back to 2000 Pro)?  I don't feel that 
Home is suitable for a public-access computer.

I doubt that any sort of indirection would slow down a competent hacker on a
non-networked Home system - if the program can see the file, so can the 
hacker.
