The way to do this isn't intuitive.

In the top menu, select Insert / Page numbers / Format / Page numbering /
Continue from previous section.  Close that window with OK; then close the
parent window with Close, not OK.

(Note that these instructions are for 2003, not 2000, but I seem to remember
that 2000 was the same.)

Unfortunately, you possibly need to do it in every section.  Try selecting
the whole document and then doing it.  Make sure you close the parent
"insert" window rather than hitting OK, otherwise you'll overwrite the
document with a page number.

BUT .................

If you have a copy of the document from before you started inserting page 
numbers, try inserting them again without going to the Format window.  The 
default should be continuous numbering anyway.  You might have overridden 
this in the Format window.

I don't understand what you're saying here.  Are you saying that the Word is 
generated from information in Excel?  If so, then you shouldn't be having 
any problems, because you could easily sort the information in Excel before 
generating the Word.

Knowing this would have saved everyone (you and us) a lot of trouble.  :-(
