[modeleng] Re: Import duty

In the past (and modern computer systems may have changed this) it was very
"hit and miss" whether I got charged or not.  I had one delivery of two
identical cartons from Oz (both with aluminium castings in) and one got
charged VAT and duty and the other had no charges!
