[modeleng] Import duty

I mentioned grizzly machinery.
They, in common with many other non-UK suppliers have prices very much lower 
than we are used to.

The two problems are, duty and VAT.
On many items, these can add up to make it uneconomic to import single 
items.

As from next month, duty (on those goods that are subject to it) will only 
apply to goods valued at over £105.
(Still have to pay VAT on lower value items though.)

This could make overseas suppliers more advantageous.
