I downlaoded the file and had a look I was able to interact with the text and read each line on each page without andy problem on a OSX 10.4.9 Tiger Mac.
Did you try to interact with the text. Also this document is oriented in the horizontal for each page. VO will only read to the end of the page in a PDF and will then require that you press the left or right arrow keys without the voiceover keys down to move on to the next or previous page.
