so then perhaps the important thing to remember is if the file is a 
straight  driver, whether .exe. , .com or whatever load through config sys

but if the file is a programme load through

autoexec.bat


If I may encapsulate,

Bios loads io.sys  to handle the I/O
msdos.sys configures more
the OS reads config.sys for driver
(load drivers here)

then loads  command.com    to execute autoexec.bat
(load programmes in autoexec.bat)
