[liblouis-liblouisxml] New en-gb-g1.utb and bug in lou_checktable

The nearest to the _translation-en-gb-g1.ctb table to which Paul
referred to in the liblouis repository is en-gb-g1.utb This table was
indeed incorrect in assigning italic and bold indicators. I have
attached a revised version as new_en-gb-g1.utb Please try it.
In the course of texting my changes I found that lou_gettable prints the
message "no errors found" even when it has listed errors. Since I
suppose that this change was made to accommodate some tests, i am
reluctant to fix the bug.
