Your heop is needed in making 32-bit binaries, because my
machines are all 64-bit.
You can build 32 bit binaries on a 64 bit system. The 64 bit Windows SDK includes the 32 bit tool chain (though you need to choose to install it when you install the Windows SDK). The cmd shell shortcut will default to x64, but you can just type:
setenv.cmd /x86
to switch to an x86 environment.
