When you build in the 32 bit environment, the resulting application will be linked against 32 bit libraries, so yes, it will be able to find them on a native 32 bit system. However, in order for this to work, when installing the Windows SDK, you must choose to install the 32 bit tools and libraries as well as the 64 bit ones. Unfortunately, the checkboxes in the Windows SDK installer aren't accessible, so doing this is a bit of a pain and requires some guess work if you don't have sighted assistance.
