Thanks everyone for the helpful insights you've provided. I think the main 
concern was that a dialup connection would take so long to load some pages that 
she would have to wait that much longer to hear Jaws announce what was on the 
page. She may explore the cheaper DSL alternatives as well. It just makes the 
most sense for her to stick with broadband. Chip, the idea of her dropping her 
land line and relying exclusively on her cell phone is a good one - I'll 
mention that to her.

You've gotten plenty of good advice already, so I just wanted to mention
a couple of possibilities for making up the money difference (instead of
giving up broadband):

1) Does she have a cell phone; if so, can she give up her land line and
use it exclusively?

2) Our state has a free phone service called "lifeline" for those that
qualify financially; perhaps she does, and so can get free phone service
(it's worth a call to the phone company to ask about it).

3) If she has a close neighbor (say she lives in an apartment complex),
and that neighbor has broadband, perhaps this generous neighbor would be
willing to place a wifi router on his broadband and allow her to "piggy
back"; would only cost her the price of a wifi card (very cheap).
