True, but depending on each individual JAWS user, it may take
significantly longer to read the entire screen compared to a sighted
user. The inactivity will last longer. Nevertheless, dropped
connections via dial-up are a real pain for anyone, and the
sluggishness
is enough to drive one with a screen reader crazy. This is
especially
    true once used to broadband.

I think you may be misunderstanding what "activity" means here. If
    you're
sighted, and just sit there reading the text omni a single web page
for
    a
long time without clicking on any control or link, that's not
    "activity,"
either. It isn't a Jaws problem.

the problem I had when I had dial-up was that I kept getting booted
off
    the
web because they didn't recognize JAWS reading a web page as
activity.

Broadband vs dialup really doesn't have anything to do with jaws.
It's
    more
to do with speed. If she is going to be doing a lot of downloading I
say
stick with broadband of some type whether it be cable or dsl.
