Yes, some modems (many modems), especially those built into the mother
boards of pcs, use a sound chip to "simulate" a modem (these are often
called "win" modems).  This takes a lot of cpu time to drive the sound
card to make it simulate the sounds a modem would make.

You can dramatically decrease the load on a system that has such a modem
by buying a hardware modem card and installing it, and disabling your
"win" modem.  You'll find in such cases your system is perfectly
responsive while doing downloads, and as a small side benefit, such a
hardware modem is usable by dos applications (while a "win" modem is
not).

A hardware modem card can often be found for $20 or so.
