I've seen this behavior in NoteTab as well. The problem is not with JFW 
but with NoteTab. When you press control-up or control-down it's 
scrolling through the document and not jumping to         the start of 
the next paragraph. This is why JFW isn't reading what you would expect.

You can also try TextPad. A blind friend of mine used to speak very 
highly of it, and maybe he still does, but I haven't used it myself, so 
I'm not sure if it'll do what you want.

I snagged "HippoEDIT - Programmers text editor for Windows" recently 
when it was on giveawayoftheday.com. I haven't played with it much, but 
it seems accessible. It may do what you want as well.

I would suspect Inthane's Grab Bag at 
http://grabbag.alacorncomputer.com/ would have some editors worth 
investigating as well.
