I think what happened is a bit of confusion on my part, surrounding it showing
as always disabled. Once I figured out what was going on, from this helpful
answer., I got it working again.

Yes, there is a bug in that JAWS utility, when there is a space in the
config name it always thinks the configuration is disabled. You can look
at the .jcf file to see the real status.

unchecked,
which would make sense. When I chedck that, and click ok, then go back in
there immediately, it is unchecked again. It won't stay checked.
Does anybody have any idea what could lead to that?
The jsb file does exist.
