Getting the contact details of the HOD, DG Vaishnav, an alternative
training plan can be given and let the HOD take a call after hearing other
perspectives.
Nothing stops in giving contact details of the HOD.

To me, It is appearing like "My way or high way".
Thanks for hearing my arguments patiently. I close with this.

Stating that the training requirement is for DG Vaishnav, Chennai
itself is revealing the identity. Now it is open for anyone to contact
the HOD and put forth their training plan and act accordingly.
