If you have  a compiler / make  / etc.,. on that box
 you can download
source, compile and install them  under, say, ~/bin/
Atleast thats how
I got screen, emacs, etc.,. on one such box.

   But during compilation (gcc), it is going to be a
heavy load on the server (http://cs.annauniv.edu).  
Maybe I should try running that in low priority.  I
hope running 'make' under low priority also run gcc
under the same priority.
  
 In slackware *tgz packages can be installed in $HOME
(or simply extract it over ~), why not apt have this
(or specific) feature?
