When in Allegro access the old reports UI with the command old_reports.
The env var controls the reports.exe batch program.

        Hmmm... I can set "allegro_old_report" under Misc. in User
Preferences, and all it does is set the reports to text based, not HTML.
It has nothing to do with the selection of reports.
         
        The problem is not being able to run the old "ecl short" report.

                    On a UNIX platform I set the variable
ALLEGRO_OLD_REPORT to run the old style
                reports in a shell tool. The ECL, long and short,
reports are still there.

                        Wow, I have used this method for years to
compare the lengths of selected nets (put "ecl" property on nets to
compare, then just run the "ecl short" (or "ecl long") report)).
                         
                        It looks like you can still put the "ecl"
property on a net, but there are no ecl (short or long) reports
available to run.  Looks like maybe they are forcing us to use CM.
                         
                        They now have the report "Etch Length by Net
Report", which lists all nets.  It is in alpha/numeric order of net
name, not listed by net length.
                         
                        Maybe someone out there knows how to do it on
15.2.  Good luck!
