Actually, DNS requests started failing when I rebooted the Ubuntu installed from scratch. So, the problem persists and I think it's about the new placement or missing configuration files due to different start up DNS masq in Precise. So, please try install (all) packages and reboot (which effectively kills dnsmasq and something weird happens).
