Haiku Inc. has a BOD that, IMO, is supposed to fulfill the role that you broadly describe. So, at least in theory, the board does exist; but unfortunately it is not functioning, nor does it have a clear goal beyond the generality of "to support Haiku".
Btw, I agree that it is very important that the board and the devs have good communication, and to that end it would be very wise for the Haiku Inc. BOD to have a member from the core dev group, so that the developers are well represented in the decisions that the board makes.
