The requirement for HOST-PROVIDED services has not come up yet.  The
requirement that is/was being discussed is about a cross-platform API.

I myself got confused, so I apologize.  The host-services API requirement is
later in the doc.

Perhaps it should be moved up with the cross-platform requirements?  I don't
know...

Certainly, the host-services API needs to note a lot of this discussion.
BUt that's not where wer are yet.
