I disagree. Before we add such a potentially major "container" item to the
requirements list, we first have to establish that it will actually
contain something at some point.

I've explained (well, ok, justified by increasing my voice) several
times that the services for which host-mediation has been deemed
necessary are actually things that should not be happening in a DSP
thread anyway.

So if we're going to table this, lets at least establish that there
are services that require host mediation and:

       * might be required by the DSP thread
OR
       * might be required by some other thread

If we have a list that can't be dismissed with a nod to pure reason,
then we then can add them to the list, and table it.
