EMAIL scanning

My company has had problems receitly with inappropriate pictures being downloaded and EMAILed to fellow employees and we even had a person that sent an EMAIL to other employees trying to sell a revolver. I have been given the task of researching a content filtering software and what the law says.
I wanted to get opinions from people that have actually been through this... I am currently running Exchange 5.5, but will be switching to Exchange 2000.


Also, one of our HR people says that filtering software is not enough; they want me to set it up so that all EMAIL can be read by them (which I believe is wrong). Our company handbook states that "Employees have no right of privacy for any phone calls, EMAILs or Internet access that are done on company time or with company equipment." During this meeting, all I could think of was the Mccarthism in the '40s.

I really need your input.
