Not yet, though some efforts have been made in this direction. A google search for "standard wiki syntax" or something similar brings up most of the discussion on the subject. Unfortunately (or fortunately, depending on your stance) it doesn't bring up much beyond discussion.

There are some tools here: http://wiki.splitbrain.org/wiki%3Atips#interacting_scripts_and_tools. I can vouch for the usefulness of the OO Macro (using OO 1.x).
