On the general page of the audio options dialog, Wave Profiler is the last
button before the OK button. Make sure you're on the general page of this
multi-page dialog, and tab through until you land on wave profiler. By the
way, Alt+W is the hotkey for wave profiler. When in the general page, just
press alt+w and that will start wave profiler.

I am using sonar 4 with caketalking. In reviewing the tutorial it mentions
a waive profiler. Unfortunately, I can't seem to loacte it in the audio
