In my world, every beat has a downbeat and an upbeat, as in the downbeat
of 1 and the and of 2 in bar 54.

Ok, we are using terms differently.  To me, the downbeat is beat one and
only beat one of the measure, of which there would only be one in each
measure of whatever time signature.  There are four quarter not beats in
4/4 time, but only one downbeat.
