Well, when I click on my absolute favorite link which is the books most read,
then I get the list of the top downloaded books, I had found several with
reviews and it would even say where the review was from, like School Library
Journal, Chicago Tribune, etc. I was curious about who was doing so many of
these so I clicked on the title and then clicked on the submitter's name and it
was a Benetech email address and if you looked at everything that person had
submitted, a majority of it had reviews instead of a synopsis.

Jaya is the person with the Benetech email address:
  http://www.bookshare.org/web/UserInfo.html?userid=33666

There was another person with an India email address who also had a great
many of his or her submissions with reviews instead of a synopsis as well.

That user submitted 153 books, you can see them:
  http://www.bookshare.org/web/UserInfo.html?userid=31129
and about 20% of them use a quoted review instead of a synopsis so either or
both the submitter and validator are using reviews instead of a synopsis.

Even a book that Carrie submitted has quoted information in the synopsis:
  http://www.bookshare.org/web/SingleTitle.html?submittitleid=43261

So maybe Bookshare has revised their policy on using reviews. If you look at
the long synopsis you'll find hundreds of them that use reviews.
