There was another person with an India email address who also had a great many of his or her submissions with reviews instead of a synopsis as well.

That user submitted 153 books, you can see them:

and about 20% of them use a quoted review instead of a synopsis so either or both the submitter and validator are using reviews instead of a synopsis.

Even a book that Carrie submitted has quoted information in the synopsis:

So maybe Bookshare has revised their policy on using reviews. If you look at the long synopsis you'll find hundreds of them that use reviews.
