I would think PD would be dangerous for bookshare to deliver outside the US. The standard varies widely from country to country. As a recent example, George Orwell's books are PD in Australia and Canada, but not the US. Perhaps the US is simply the most restrictive locale when it comes to PD. Otherwise I would be concerned.
