Plenty of places up along the Rim country will provide what
you want, and will be cooler. It seems to me that option
is a lot more attractive than trying to identify anything
within 60 or 80 miles of Phoenix.
I was observing at the Discovery Channel Telescope a
few nights ago, and a few measurements I made with my
wide-field SQM light-meter gave readings near mag 21.90
per square arcsecond, i.e. as dark as it gets anywhere.
