Michael,
As Brian says, the Discovery Channel Telescope area has great sites (see
Fredereksen Meadow (sp?) directions in SAC website). That site is a 2+ hr
drive for most of us, maybe more for you. Actually I'm going there today for 3
days.
Another cool site closer to I-17 is the Stoneman Lake Rd site we have used;
it's at 6500 ft. I can email directions, but It's best to arrive mid-week
before campers get there.
Also, I'm sure the EVAC guys can tell if there's a suitable high site South of
Phoenix that's within reach of your location. Some people go all the way to
Portal.

Plenty of places up along the Rim country will provide what
you want, and will be cooler. It seems to me that option
is a lot more attractive than trying to identify anything
within 60 or 80 miles of Phoenix.
I was observing at the Discovery Channel Telescope a
few nights ago, and a few measurements I made with my
wide-field SQM light-meter gave readings near mag 21.90
per square arcsecond, i.e. as dark as it gets anywhere.
