ExamDiff (free) compares the content of one file to the contents in
another, but their Pro version compares directories and files within
directories, I believe. Details are here:

I haven't used the Pro version ($35), but ExamDiff (free;
http://www.prestosoft.com/edp_examdiff.asp) is not bad.

Does anyone know of software (doesn't have to be free) that compares all
the htm files in a folder with another version of the same files in
another folder?

I can find software that compares one htm page with another, but I have
hundreds to compare at a time. 

The quality of the difference reporting is not as important as locating
which htm files are different.
