That imho is rather good. ( and for a nontrivial project at that.)
compare to the New Hamburg "Elbphilharmonie"
IMU it is more than 250%
€186m --> €600+m
So it appears to not be impossible to give reasonable cost estimates.
if you observe some professional hygiene.
i.e. shoot politicians and marketeers on first sight.
