NASA budget then.  But we shouldn't be encouraging them.

So, if we say 5% of the Federal budget as one point on a log-log scale, I need 
to find a few others to plot the regression line.

I guess, though, that I'm realizing that such a simple model doesn't do justice 
to understanding the complexity of rocket projects throughout the scale-space.
