But they can't get to low inclination from Vandenberg.

And no one has legal authority to "ground" them. It's up to them and their customers.

I'd have interpreted "grounded" as "not allowed to" like "787 grounded

by FAA".

Obviously the infrastructure must be healed first.

Any possibility for using an alternate lauch site?
