I believe that they have two other pads either up and running or very soon to be up and running in Florida plus the one in California and a fourth being built IIRC a South Texas Launch Site

I'd have interpreted "grounded" as "not allowed to" like "787 grounded by FAA".

Obviously the infrastructure must be healed first.

Any possibility for using an alternate lauch site?
