For a single cylinder, yes, but if you've got two or three of them
operating in sync, you can maintain something approaching continuous flow
in the feed line from the tank, so you're not *accelerating* a long slug
of liquid every time, just diverting the flow back and forth.
This does add design complexity, of course.
